According to the Department of Transportation (DOTr), there will be two phases of execution for public transportation as Metro Manila, Cagayan Valley, Central Luzon, Calabarzon, Pangasinan, Albay, and Davao City transition to general community quarantine on June 1.

The first phase will take place from July 1 t 22. Among the public modes of transportation allowed during this phase are bikes, scooters, trains, taxis, ride-hailing services like Grab, shuttle services, P2P buses, and bus augmentation (modern buses) services.

While public buses, UV Express, and jeepneys will be able to operate only on the second phase that will take place from July 22 to 30. The DOTr is also allowing the use of tricycles but only within the same cities.

The Inter-Agency Task Force on Emerging and Infectious Diseases highly recommends bicycles among commuters. The DOTr however says that commuters must still follow safety measures like wearing face masks, using cashless payment, and observing physical distancing while on the road.

On the morning of June 1, hundreds of commuters were seen lining up and stranded on the road due to the limited public transportation available. Those who opted to ride a bike were also not spared from the burden since there are still no available bike lanes along EDSA. A group of jeepney drivers also held a noise barrage in Quezon City to protest the ban of jeepneys in the first phase of GCQ.
